Yangshan Port Area is located 30 kilometers southeast of Shanghai in the East China Sea, under the jurisdiction of Shengsi County, Zhoushan, Zhejiang Province. It is a "T" - shaped hub for north-south shipping and Yangtze River water transportation. Many years ago, this was a remote island hanging alone in the open sea, with a weak industrial foundation and many young people choosing to work outside. In response to national strategies and to support the development of islands, in 2022, the China Communications Third Navigation Bureau Dayang Mountain and Sea Engineering Base actively cooperated with the Yangshan Town Government to jointly build a large-scale prefabricated marine engineering component base on Dayang Mountain Island. From a remote island to an industrial hotspot, in the past three years, this small island has become the largest prefabrication base for bucket foundation components in the Yangtze River Delta region.

At the beginning of project preparation, the Yangshan Town government dispatched a special team to work on site, providing full assistance from land approval, temporary land use to construction permits, and opening a "green channel" to help the project avoid detours. Faced with the problem of material security for island construction, the government coordinated with maritime, port and shipping departments to fight for priority passage rights for shipping barges. With the support of government enterprise cooperation, the Dayang Mountain and Sea Engineering Base has grown rapidly. In just three years, we have won 5 national invention patents, 4 utility model patents, and 5 provincial and ministerial level excellent achievements in the prefabrication and transportation of bucket foundation structures. In addition to technological breakthroughs, the base has also integrated the concept of "feeding back the island" into its development philosophy. From establishing a flood and typhoon prevention team to deploying large equipment to support post disaster repairs, from helping schools improve teaching conditions to providing logistical and medical support for the town sports meet, the base has always worked together with the local government in its growth, making the results of cooperation between the central and local governments beneficial to the local people.

While continuing to develop, the base actively absorbs local labor and creates stable employment for residents. Previously, he had been drifting on the sea with boats for many years, working in cities such as Ningbo and Wenzhou, spending less time with his family, and finding it difficult to return home several times a year. In 2022, he participated in the local recruitment training organized by the Ocean Mountain and Sea Engineering Base and was selected as a ship equipment dispatcher with a solid learning attitude. From initially only responsible for registering equipment status and transmitting scheduling instructions, to now being able to independently coordinate the entire process of bucket foundations from prefabrication sites to transportation ships, his growth has almost synchronized with the base. Zhou Jingkan smiled and said, "In the past, I could earn less than 5000 yuan and get a job. Now, not only can I earn a salary of 9000 yuan, but I can also participate in skill level promotion assessments every year, truly relying on my skills to make a living

Nowadays, there are still many local employees like Zhou Jingkan, accounting for 30% of the total workforce in the base. The base prioritizes the recruitment of local employees, providing more than 10 job positions covering steel structure manufacturing, equipment scheduling, logistics support, ship machinery operation and maintenance, and organizing skill training and job competitions every quarter to enable them to not only have work to do, but also be competent. More and more young people who have gone out are returning to the island, injecting new vitality into the once deserted villages with smoke and fire.

The arrival of the base has further activated the economic chain of the island. With the arrival of workers, engineering teams, and management personnel, the transportation, catering, accommodation, and tourism industries on the island are quietly thriving. The local ship owner sighed and said, "With your base built, our ships have also become busy." The logistics company's capacity has doubled, and the flow of surrounding merchants has increased. Many residents have opened small restaurants and hostels, and business is booming. The Dayang Mountain and Sea Engineering Base has become the "engine" driving the operation of the regional economic chain.

Nowadays, the base has become a shining business card of Dayangshan. Since its launch, it has contributed over 20 million yuan in tax revenue to the local area, driving the output value of upstream and downstream industries to exceed 450 million yuan, and steadily increasing local fiscal revenue. Every time an important visiting group visits, the Dayang Mountain and Sea Engineering Base becomes a must visit place.
